Micro Planning
The NGOs hired by the Project undertake the task of creating a micro plan as part of a learning process for participatory community development in all selected villages. This micro plan serves as an integrated development plan for each village, incorporating a forest management plan, a watershed conservation plan, and an income generation plan. The Project/SPMU prepares and provides necessary GIS maps to each village as a prerequisite for micro-planning. Based on these maps, each village develops a land-use plan through a participatory process.
During micro-planning, the Project, particularly the hired NGOs, ensures that village heads, Nokmas, traditional community institution members, or other village authorities do not dominate the decision-making process. To achieve this, the NGO first facilitates the establishment of a new sub-committee under the Village Employment Council (VEC), which was developed for the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and exists in all villages across the state and the country. This sub-committee comprises representatives from diverse groups within each village, particularly socio-economically disadvantaged groups such as women, youths, landless individuals, and members of minor clans.
